NO, they aren't using the same technology. In fact, using different technology.

Standalone applications can work offline, otherwise does not necessarily require network connection to function, at this case , users no need to connect to internet. But Web application, need to internet services to runuing and sources of web related to web based, that connection to internet is essential.

Since, standalone applications to run, no need to connect to internet, we can develope any time, but source base of web applications is availibility of internet, to run and development we need to internet services.
